Judge Robbins lives in Chatam and can’t vote in Woodbridge, says election board

The Middlesex County election board has ruled that Municipal Court Judge Spencer B. Robbins was improperly voting from his office in Woodbridge while living with his family in Chatham Township.

The unanimous decision by the board of two Democratic and two Republican commissioners came ahead of Tuesday's primaries.

Election workers in Woodbridge were asked to bar the judge, whose law practice is headquartered on Amboy Avenue, from voting if he showed up to his polling place. Robbins’ name will be removed from the Woodbridge voter book in the next printing before the November election, officials said.

Robbins has not been charged with any crime. The matter, however, is not closed. Middlesex County Board of Elections Chairwoman Sylvia Engel said some issues regarding the case are “under review” and officials are “still looking into questions,” but she would not elaborate.

Engel said prosecutors, not the election board, determine whether to charge someone with the third-degree crime of illegal voting.

County election administrator James Vokral was unavailable for comment this week. Robbins did not return a call for comment left at his office Tuesday.

Engel said the board made their decision after Robbins submitted answers to a three-page questionnaire.

The Home News Tribune first reported about Robbins’ voting last month after Woodbridge mayoral candidate Christopher Struben, an attorney whose firm sometimes represents clients appearing before Robbins in court, complained to state officials about his possible illegal voting.

Records obtained by the Home News Tribune show that Robbins had been voting in Woodbridge since 1998 after buying a home in Chatham Township in 1995.

Robbins first was appointed to the Woodbridge court in 1994; his term expires next year. He earns nearly $77,000 a year from Woodbridge, $49,000 as a judge in South Plainfield and $43,000 as a judge in Sayreville.

Woodbridge officials declined to comment.
